Concerns about OMVIC

The Ontario Motor Vehicle Industry Council (OMVIC) is the authority delegated by the Ontario Government to regulate the motor vehicle dealer industry in Ontario.

Motor vehicle dealer sales are down, revenues are down, registrations fees are down, transaction fees are down. There are less dealers, salespeople and transactions to regulate. Post-COVID, dealer costs are rising, inflation is biting. In such a climate OMVIC increased its staff by 28 new hires since 2021, leaving OMVIC now with 150 staff and a deficit they need dealers to fund!


Fee Increases:

  • Renewal (Sales): $175 proposed increase to $200 (14% increase)
  • Renewal (Dealer): $250 proposed increase to $385 (54% increase)
  • Transfer Fee: $75 proposed increase to $115 (53% increase)
  • New Application (Sales): $250 proposed increase to $335 (34% increase)
  • New Application (Dealer): $500 proposed increase to $670 (34% increase)
  • Branch: $250 proposed increase to $325 (30% increase)
  • Business Class Change: $250 proposed increase to $325 (30% increase)
  • Out of Province (Sales): $175 proposed increase to $225 (29% increase)
  • Out of Province (Dealer): $250 proposed increase to $325 (30% increase)

  • Transaction Fee: $10 proposed increase to $12.50 (25% increase)

Concerns:

  • Dealers can’t afford fee increases ranging from 14% to well over 50%
  • Increasing the transaction fee from $10 to $12.50 will affect sales negatively, and increase to cost of vehicle ownership for low to mid income Ontarians. Recall this fee started out as a $5 fee, jumped to $10 in 2015, and projections suggest it will exceed $13 by 2025.
  • Increased costs will all be passed on to consumers who already complain the cost of new and used vehicles are beyond their reach.
  • OMVIC should be reducing staff and finding efficiencies as the market contracts, not increasing staff and costs in such an environment.
  • RECO regulates over 100,000 real estate registrants and has a staff of 150. OMVIC has 150 staff for 38,000 registrants.
